Regarding the use of personal information from publicly available data on the web.

The Universal Communication Research Institute at the National Institute of Information and Communications Technology will collect publicly available information from the web and utilize it for research purposes. Such information collected from the web may include personal information. We will use such information collected from the web for research and development of advanced information processing technologies including various artificial intelligence technologies, such as multilingual translation, information analysis, LLMs and other related activities of the research institute. NICT may also provide collected information and/or the products of its research or joint research conducted using collected information to third parties (including private companies and public institutions; the same hereafter), to the extent permitted by law, for joint research with third parties, research and development by third parties, or the use of its research products by third parties. Third parties who are provided with information or research products will use these for their own project purposes.
Information from the web is primarily collected through an automated program called ICC-Crawler. In addition, researchers at NICT may use common web browsers and other software for non-automated collection purposes. Even if information is collected without using ICC-Crawler, it is carried out in accordance with the policy set for the use of ICC-Crawler. If one would like to refuse information collection, it can be done by following the same procedure used to refuse information collection by ICC-Crawler.
